Sorry, it's early. I forgot to include version info:

This is glibc-2.5 running on Gentoo Linux (kernel version 2.6.18). I
also reproduced it on glibc-2.4. timezone-data is version 2006n
and /etc/localtime is a copy of /usr/share/zoneinfo/EST
