The problem gets solved by Michal Svec's ENV_RESOLVCONF.
I do not know any non-chroot(2) non-LD_PRELOAD-patched-libc.so solution now.
Therefore I see it as ENV_RESOLVCONF / resolv.conf related.

Another use case would be some real tests in glibc/resolv/ if any such would be
implemented as they are missing there now. You would neet alternate resolv.conf
of $DESTDIR to properly "make test" during %install of glibc.spec .
