Hm, it seems like you never got a reply to your question. First of
all, now the SUPPORTED file list de_DE.UTF-8 as a supported locale.
As for unsupported locales passing tests, I guess there is no
guarantee. But the UTF-8 encoding do contain all supported
characters, so it should always be possible to generate a locale using
UTF-8.
