[alpha] support new stat64 syscall

- Subject: [alpha] support new stat64 syscall
The stat64 syscalls are present in 2.6.4. They widen the returned
dev_t to 64 bits, blocksize_t to 64 bits, and add nanosecond fields.
Comments on the way I've handled st_atim/st_atime/st_atimensec with
anonymous unions? I wonder if we shouldn't do that for most of the
structures that gcc defines?
The GCC 3.3 check is sort of arbitrary; I didn't bother checking
what the first version to support this is.
