If the license allows it and the file look reasonable, sure. Somebody
needs to submit them.

The registrar of ISO 639 (Library of Congress if I remember correctly)
has to be persuade to allocate an entry. This is the sanity check I'm
using. If you cannot persuade the ISO 639 maintainer I'll not add it
either. Google for ISO 639 to find a contact address.
