Geoff, I would not have submitted the patch unless I had the requires
authorization to do so.
It is my understanding that Mark Brown has negotiate a blanket release for
IBM (and IBMers) to submit "simple patches" to glibc. I believe this covers
the memset patch.
This is not broad enough for the whole PowerPC64 submission. I have
separate and explicit (Legal and management) authorization for that and
have sent the Copyright Assignment forms to FSF.
