The problem came because a year has not an exact length, but there are one
or two seconds a year of difference (some years more, some years less;
it compensates and is generelly disregarded).
So, the discussion among programmers was if to implement a time handling
simple but not 100% exact, or a complex and 100% exact one.
It may be possible that POSIX simply implements the simple one and the
right/ directory provides the other.
That being said, such kind of distinction is only useful if you are doing
research in atomics or astronomy or things like that.
