It sounds like a lot of work to pick all the files that these should
be added to -- its way easier to hit the whole thing with a
make CFLAGS=...

But in the spirit of simplicity, it would be simpler to let the user
just use make CFLAGS=... to compile the library with whatever they want
(-g, -DHAVE_INLINE, etc), and then have something like:

make INSTALL_SUFFIX="blah" install which would install the library
as "libgsl_blah.a" ...
