Dirichlet random number generator.

I have attached my Dirichlet distribution random number generator
(Now with new and improved spelling!), plus a patch against the
current CVS tree for appropriate changes to doc/randist.texi, 
randist/Makefile.am, randist/test.c, and randist/gsl_randist.h.
