atomic constants

As Brian brought up the issue of adding atomic data to GSL:  In case
somebody is up to the taks there are lists with all the data
obtainable from NIST:
  http://physics.nist.gov/PhysRefData/Compositions/index.html
i.e.
  http://physics.nist.gov/cgi-bin/Compositions/stand_alone.pl?ele=&all=all&ascii=ascii&isotype=some
