The final draft of the Basic Linear Algebra Subprograms
(BLAS) Technical Forum standard is available from:

One problem with the BLAS is its restricted scope -- linear algebra.
The Vector, Signal and Image Processing Library (VSIPL) API standard
http://www.vsipl.org/documents/
complements the BLAS library API standard.
I think that it would be nice if the GNU Scientific Library (GSL)
would support one or both of the standard APIs.
