I don't think you could do anything about it
if someone decided to implement the GSL API
entirely from scratch.
Nobody could prevent Linus from cloning UNIX and
nobody prevents GNU volunteers from cloning anything.
Don't worry.  The probability that anybody would clone
the GSL API is pretty nearly zero;-)
