According to my encap-managed system (www.encap.org), msgfmt is part of
the GNU gettext package.  Grab it from your favorite mirror of
ftp://ftp.gnu.org/gnu/gettext/gettext-0.10.35.tar.gz

I'd guess that some system administrators might install /g(nu)?msgfmt/
on their systems to avoid ambiguity with a vendor gettext.  I suppose,
however, that that's a fairly unlikely prospect on platforms supported
by glibc 2.2.  :)

Anyhow, grab the latest gettext, drop it in, and I'd expect that things
will improve.
