posix_close and POSIX_CLOSE_RESTART have been approved for the next version of
POSIX; please see <http://austingroupbugs.net/view.php?id=529>.  Glibc should
support this API.  On GNU/Linux, POSIX_CLOSE_RESTART can be 0 and posix_close
can simply invoke 'close', so it should be easy to implement.
