When using texinfo-5.x, regenerating INSTALL fails, without a useful error
message:

makeinfo --no-validate --plaintext --no-number-sections \
     -I/home/arch/code/build/manual manual/install.texi -o INSTALL-tmp
make[1]: *** [INSTALL] Error 1
make[1]: Leaving directory `/home/arch/code/glibc'
make: *** [INSTALL] Error 2
