[Bug manual/5651] make clear that users of times() should use sysconf() and not CLOCKS_PER_SECOND

This is mentioned already a few lines earlier:
All of the times are given in numbers of clock ticks.  Unlike CPU time,
these are the actual amounts of time; not relative to any event.

Still, there are some bugs in the description that I'll fix as part of bug 2636
