[Bug manual/3514] New: strncmp description refers to wide character version

In the String/Array Comparison section of the Glibc mannual, the description for
strncmp mistakenly refers to it acting on wide characters;  I presume this is a
typo, in copying the wcsncmp description right below it.  I've verified that it
occurs in CVS:
