[Bug regex/1241] New: regex isn't compilable by g++; also, a dereferencing bug

Sam Steingold reported that the regex code wasn't compilable by g++.
While making the small changes required to fix this, I encountered
a real bug: an "err == REG_NOERROR" should be "*err == REG_NOERROR"
because err is a pointer. I'll attach a patch for both problems.
