[Bug libc/1010] New: sockatmark() definition is wrong

currently, this function's body says something like:

    return ioctl(fd, SIOCATMARK);

For Linux, this needs to be something like

    int arg, s;

    s = ioctl(fd, SIOCATMARK, &arg);
    if (s == -1)
        return -1;
    return arg;
