reason: this block is never executed, because
$srcdir/libtermcap points to binutils-gdb/gdb/libtermcap
but it inclues ../libtermcap/libtermcap.a, which assumes
binutils-gdb/libtermcap. However if libtermcap was
there, it is built after gdb, so this would fail anyway.
