I very strongly dislike ChangeLog proliferation. I don't see any
benefit in multiple ChangeLogs, but several disadvantages. For example,
they make more work when submitting patches that span directories. And,
they are actually less clear in this situation, because the relevant
bits of a patch are described in multiple places. (This alone makes the
git log more useful than ChangeLog...)
