FWIW, I think either I or Danny Smith and I came up with that naming
over there.

I didn't think he cared. He used to send me email when I was
maintaining the --win32 make option in Cygwin but that does, I guess,
imply the OS rather than the API. I think win32 and win64 make sense
but I thought I should mention this nonetheless.
