[PATCH] FreeBSD native code reorganization


As a preparation to moving FreeBSD to the new inf-ptrace.c code, this
patch introduces fbsd-nat.[ch] which will replace fbsd-proc.c.  That
file will be removed once I've moved all FreeBSD targets over to the
new code.
