Fix parameter passing on m68k

On m68k function params are padded to 32 bits. This fixes passing of
small structures.

* m68k-tdep.c (m68k_gdbarch_init): Set parm_boundary instead of
stack_align and deprecated_extra_stack_alignment_needed.
(m68k_stack_align): Delete.
