You may try oXygen (http://www.oxygenxml.com). It uses Xerces and makes
available its XInclude support. When you validate your wrapper document all
the included documents will be checked as well. You can also batch validate
project files so if you add your included files in a project you will be
able to individually validate them with just one command.

The "Open file at cursor" action from the contextual menu should do exactly
this.
