I would probably do:
<xsl:template match="lineannotation">
<fo:inline font-style="italic" font-family="{$body.font.family}">
<xsl:call-template name="inline.charseq"/>
</fo:inline>
</xsl:template>
You could also do:
<xsl:template match="lineannotation">
<fo:inline font-family="{$body.font.family}">
<xsl:apply-imports/>
</fo:inline>
