No easy way. Variablelist's content model was changed
in going from DocBook 4.1.2 to DocBook 4.2 DTD to permit
"stuff" before the first varlistentry. But the XSL
stylesheets have not caught up with the change.
You could file a bug report on the DocBook SourceForge
project to get it fixed.
