This error means that OpenSP can't find your DTD.  When that happens, then 
of course none of your element types are defined, since those are in the DTD.

Make sure that you're pointing to the DocBook catalog properly, either with 
- -c on the command line or with an SGML_CATALOG_FILES environment variable.
