I think this is a FOP bug. FOP appears not to correctly handle the
links if the target is an fo:page-sequence. It works if the ID is on
an fo:block, but it would be very difficult to make the ID for a
chapter (for example) appear on the first block in that chapter, so I
don't think this is going to be fixed except by FOP.

Couldn't find any work-around in the archive.

I tried it with the latest version of fop, fop-0.20.3 and the same problem occurs.  I submitted a fop bug report with a simple test case:
