Read a little more carefully, the URL you stated says:
It is possible to download a compressed ISO CD-ROM image file from CTAN
(in systems/texlive), and burn your own CD. We do not encourage this for
the average person, as it is a BIG download (reputed to take 15 hours over
a modem), but if other methods fail, this is your fallback.
Which means, go to your favorite CTAN mirror (since you're in Germany,
from your email address, ftp.dante.de should do fine) and go to the
tex-archive/systems/texlive directory there:
ftp://ftp.dante.de/tex-archive/systems/texlive/
