Yipes! I guess to get it working with 4.1.2, you must already have
Abe (Yasushi)'s patch:

Not yet used the Website DTD, but I'll try with my setup and see what
happens. Maybe you can get a workaround from someone on the PSGML lists:

Also I think Mark Johnson <mark@phy.duke.edu> and others at Duke do
lots of work with Emacs/psgml with the Website DTD.
