No, it has a prompt.

Yes, because if you want a static toolchain, then you need to statically
link libstdc++.

The defaults are:
  - STATIC_TOOLCHAIN=n (and hidden behind EXPERIMENTAL)
  - CC_STATIC_LIBSTDCXX=y

Thus WANTS_STATIC_LINK=y because it is selected by CC_STATIC_LIBSTDCXX, not
by STATIC_TOOLCHAIN.

Using your provided .config, if you go into the menuconfig:
  C compiler  --->
    [*] Link libstdc++ statically into the gcc binary

It can be disabled. And if I do it here, WANTS_STATIC_LINK is not set.

It's more portable, so you can move it around machines without bothering
about the host distro.

If that's not your case, then de-select CC_STATIC_LIBSTDCXX.
