[PATCH 0 of 3] offer choice to use or not the non-vital companion libraries - v2

Hello All!

This patch series introduce support for opting-out from those
companion libraries that are not strictly required.

It introduces higher-level options that in turn select the
appropriate and required companion libraries. This applies
to PPL, CLooG and libelf. The others, GMP, MPFR and MPC, are
still forcibly selected to suite gcc requirements.

The default is still to enable those higher-level options
when suitable.

The idea comes from Arnaud LACOMBE.

Regards,
Yann E. MORIN.
