some questions about cross-ct

Dear all:
when checking the log file, I find something interesting:
1. why we need "//" to build sys-root?
    is there any problem if we only use one "/"?

2. why we need to put libgcc.a at some where in our toolchain, like
mipsel-unknown-elf/lib/gcc/mipsel-unknown-elf/4.2.4/, even I build
bare metal toolchain?
    under what circumstances we will need it?
