CYGWIN Compilation Problems


I am running Microsoft Windows XP and i have the latest CYGWIN installed, i want to compile program which will run on linux but i'm not sure quite how...
I've tried several different methods i found on the internet, but only geting binutils to cross-compile not gcc or glibc.
What can i do to be able to compile linux programs via CYGWIN?
