Yes. Set the TARBALLS_DIR environment variable. If you want, you can download files manually into that directory, and crosstool will use them.

And is there a way to get a list of files it is wanting.
I am on a dialup connection and already have most of the files crosstool is
needing and don't really want to spend the next couple of days waiting for
crosstool to download all the files again.

It won't. It never deletes the files once downloaded. - Dan
