You need some patches. The development for mingw-gcc 3.0 is not finished until now. Have a look to http://www.geocrawler.com/archives/3/6016/2001/6/0. You will find a thread about the ingoing mingw-gcc 3.0 development. I have a script to build mingw-gcc 2.95.3. Maybe you can adapt it to build gcc 3.0.
