Finally figured out the problem, so I'm answering my own question. Here's the (rather simple) answer: You must build both the binutils and GCC for the target i960-wrs-vxworks5.3, not i960-wrs-vxworks. If you try the latter, the binutils and GCC will not agree on the configuration. GCC will be expecting to use coff, and the binutils will producing a.out.
