They should be in most major respects.  You can't quite mix and match the 
tools freely because both formats support a slightly different set of 
extensions (and the ARM linker relies on some of the extensions that the SDT 
supports but GAS doesn't).  But the underlying ABI is intended to be the 
same.

If you come across interoperability problems I'd like to hear about them.
