libgcc1.a and float.h

When building a cross compiler you have to create libgcc1.a and
float.h on the target machine.

Does it matter what the host machine will be? Or can I just build
libgcc1.a and float.h once on the target machine and create N cross
compiling hosts using the single version of libgcc1.a and float.h.

My gut tells me it shouldn't matter what the host machine will be.
