Commit: PR 22875: Stop strip corrupting unknown relocs

Hi Guys,

  I am going to apply the attached patch to fix PR 22875, which is about
  strip corrupting binaries because it does not recognise some of the
  relocs that it contains.

  In order to do this I had to make two changes - first strip/objcopy
  needed to notice if relocation processing failed, and if it does, then
  stop the strip process and return an error result.

  Second I needed a way to get an error result back to strip/objcopy,
  without corrupting any relocations in the process.  The solution is to
  change the info_to_howto functions in the elf backend data structure
  from returning void to returning a boolean success/fail result.  This
  means that these functions no longer need to always create a valid
  howto pointer, and so they do not need to change an unknown reloc into
  a known, null, reloc.

  The patch is quite large, because it touches almost all of the ELF
  files in the BFD library, but it is actually quite simple in
  execution.  I have tested it with a large number of different targets,
  and added a small testcase to the binutils testsuite as well.
