I can't place my finger on why this is slightly odd, but you could do:
<xsl:value-of select="*[name()=$child]"/>
That will give you 1 or 2 depending on whether $child is 'a' or 'b'

I have a variable $child that holds element name as if it was
assinged by one the following:
<xsl:variable name="child" select="'a'"/>
<xsl:variable name="child" select="'b'"/>
with <element> as the context node, how do i select the contents of
either
<a> or <b> using $child from the following fragment?
<element><a>1</a><b>2</b></element>
<xsl:template match="element">
<xsl:value-of select="... $child ..."/>
</xsl:element>
