extension functions have to be in some namespace.
<xsl:value-of select="formatArg(date)"/>
would call the built in function formatArg, which doesn't exist
and so would be an error.
That part is specified in Xpath. What isn't specified there is how
functions in an extension namespace get implemented.
In msxsl it's using the code you showed.
