I don't know why it's not working in your case. I took a fresh 2.6.13
kernel source tarball, ran "make oldconfig" based on a FC3 2.6.12
config, built it, installed it, booted it, added the
/boot/vmlinux-2.6.13 symlink over to the build tree, and systemtap
just worked.
