Subject: PATCH: pass multilib options for libgloss/arm

Hi,
Currently libgloss uses $(CFLAGS) to pass multilib options, and it is missed
in each commands in libgloss/arm/Makefile.in.
Here the attached patch fixes this issue. 
Actually Jeff already proposed this patch before, but it hasn't been applied
yet. Jeff's patch can be found at
