ilogb cleanup patch

Subject: ilogb cleanup patch

The attached patch cleans up the ilogb() and ilogbf() functions,
having them return the required defines from math.h instead of directly
using INT_MAX, etc.  There is no operational difference.  See the change
log notes in the patch file for more detail.
