You can find the latest snapshot on the web-site.

*** Major changes in newlib version 1.16.0:

* mep-elf support contributed
* x86_64 support added
* reentrant I/O clean-up
* various new C functions added from C99, POSIX, SUSV, etc..
* switch to use top-level libtool
* spu floating-point environment and stdio enhancement
* fastmath support
* various bug fixes
