Phoenix-RTOS port

Subject: Phoenix-RTOS port

Dear Developers,

Currently I have been working on newlib port for Phoenix-RTOS operating
system. Phoenix-RTOS works on IA32, ARM7 and PPC32 platforms and it will
be used in health monitoring system developed by largest polish vendor.
Currently application based on libph which is specific (and trivial)
standard library related for Phoenix-RTOS. Newlib will give me
opportunity to extend application portfolio.

Please let me know what should I do to commit changes related to
Phoenix-RTOS.
