This came from NetBSD and their current source still has the
same notice.  I am happy to grab one from another place but
can't find one this afternoon that is more suitable.  

Unless someone has another arm/memcpy.S up their sleeves,
I will make a patch to COPYING.NEWLIB and resubmit.
