Replace sys/eventfd.h with bits/eventfd.h for MIPS

- Subject: Replace sys/eventfd.h with bits/eventfd.h for MIPS
I've replaced the MIPS sys/eventfd.h with a bits/eventfd.h with only the
flag values, now that libc is set up for this. Alpha and HPPA will need
similar changes (Alpha appears also to be missing EFD_SEMAPHORE).
